Capital Project & Public Works

Community Development:

Capital Projects and Public Works is part of INAC's Community Development consisting of Construction, Renovation and Operation & Maintenance.

 

Vision:

  • Our goal with community development is to make St. Theresa Point a better place to live through innovative development, maintenance and enhance our current infrastructure. 

  • We will continue to improve transportation drinking water, wastewater, and solid waste services. 

  • We will perform our duties in a fiscally responsible, sustainable, and efficient manner.

  • We will strive to inspire the trust and respect of our community members.

 

Capital Projects:

  • It's responsible for the development and implementation of STPFN's 5-year capital plan and its annual budget.

  • It's reviews and analyzes infrastructure needs and facility conditions, evaluates capital projects, reports on existing capital projects and establishes financing strategies to meet STPFN long- and short-term goals. 

  • Part of Capital Project's annual aspect is its Housing Program.

    • The housing program comprised of appointed housing committee that oversees all housing issues.

      • Housing Committee currently proposing First Nation Marketing Housing Fund. 

    • The main contribution to housing is Canada Mortgage and Housing Cooperation (CMHC). 

      • CMHC works to enhance Canada's housing financing options, assist Canadians who cannot afford housing in the private market, improve building standards and housing construction, and provide policymakers with the information and analysis they need to sustain a vibrant housing market in Canada. 

  • INAC subsidy housing has since been replaced with CMHC. 

    • Band rental units are provided through INAC pilot program. 

  • As part of monthly mortgage due towards the housing program, CMHC provides mortgages subsidies and Social Development pool in the shelter allowance for tenants that qualify. 

  • The main CMHC Programs allocated to ILTC that distributes to the four Island Lake communities are:

    • Section 95 new houses

    • Residential Rehabilitation Assistance Program (RRAP)

 

Operation & Maintenance:

  • Its goal is to create and maintain our functional and sustainable facilities that contributes to making our STPFN a liveable, vibrant community. 

  • Its maintenance services involve:

    • Buildings

    • Infrastructures

    • Roads

    • Fire Protection

    • Local Resource for Phase 2 School Project - 2 year project

    • Local Resource for Nursing Station Project

    • Project Management and Local Resource for Nurse Residence Project

Budget:

  • Under our current budget capital project receives $2,082,600 annually from the 5-year Band Base Capital Allocation for minor capital projects which requires annual updates

  • In addition to the BBCA, current projects provide the total capital budget of $3,874,000. 

  • Annual Operation & Maintenance with annual budget of $937,000.00 comprises of:

    • Community Buildings

    • Electrical Systems

    • Fire Protection

    • Maintenance Management

    • Roads & Bridges

    • Wastewater System

    • Water System
